Out-of-state “harvesters” offer free windshield replacements. Once the customer signs a work order and the repair is completed, they send an exorbitant bill to insurers, who either deny the claim or deeply discount it.

Lawyers then sue the insurance company for payment and the cost of legal fees, often settling hundreds of lawsuits at a time for hefty sums. According to consumer advocates, the practice is so widespread that it has caused rates to skyrocket across the state.
